Dr. Raines, founder of Raines Foot Clinic, was born in Union City, Tennessee and his wife was from Dyersburg. He received a B.S. degree in zoology from the University of Tennessee at Martin. His Doctorate of Podiatric Medicine was obtained at the Illinois College of Podiatric Medicine. Much of his training was received at Billings Hospital and Wyler Children Hospital at the University of Chicago. Further training was obtained in Paducah and Mayfield Community Hospital. Dr. Raines established Raines Foot Clinic in 1980. He was board certified by the American Board of Podiatric Orthopedics and Primary Podiatric Medicine. Dr. Raines has served as a preceptor for training graduates of the Illinois College of Podiatric Medicine. Dr. Raines was a Fellow of the American College of Foot and Ankle Orthopedics and Medicine. He was also a Fellow of the American Professional Wound Care Association. He was a member of the American Podiatric Medical Association and the Tennessee Podiatric Medical Association.
